The Hawala system is an ancient, informal method of transferring money, primarily utilized in the Middle East, North Africa, the Horn of Africa, and South Asia. Operating outside conventional banking frameworks, it thrives on a network of trust-based relationships between brokers known as "hawaladars." Fundamentally reliant on social connections rather than legal contracts or documentation, hawala facilitates the rapid disbursement of funds across geographical boundaries without physically moving money. Its roots trace back several centuries, designed initially to aid traders by minimizing risks associated with long-distance travel in uncertain environments. Despite its legality varying across jurisdictions—often due to concerns about potential misuse for laundering or financing terrorism—hawala remains crucial for communities lacking access to formal financial services, enabling remittances and transactions efficiently even in rural or underbanked regions. While this raises regulatory challenges, many advocate for integrating hawala within existing systems to enhance oversight while preserving its accessibility benefits.
